SoNV Chapter May Meeting - NV Heat Illness Regulations

It’s going to be a HOT summer.
We’re talking about the mercury, of course, but also about navigating Nevada’s new landscape of heat illness regulations.
Our chapter is proud to host the top executives from the state’s main workplace safety divisions, NV Occupational Safety and Health Administration (OSHA) and NV Safety Consultation and Training Section (SCATS).
In a joint presentation, William Gardner (NV OSHA) and Todd Schultz (NV SCATS) will help unpack the recent regulatory additions on heat illness and what those changes mean for employers.
After attending the session, you’ll be able to:
- Summarize and explain the requirements of Nevada’s heat illness regulation.
- Discuss and outline the Nevada OSHA Enforcement guidance letter.
- Describe resources available through Nevada SCATS to support development of your Written Workplace Safety Program section on heat illness.

Panelist Bios:
Todd Schultz – Todd joined the State of Nevada’s Safety Consultation and Training Section (SCATS) as a Safety Specialist in September 2004. With a strong commitment to workplace safety and a deep understanding of OSHA general industry standards, he quickly advanced through the ranks. By 2007, he had earned the position of Senior Safety Specialist—Consultation, becoming the department’s leading expert on OSHA compliance and best practices.
In July 2010, Todd was promoted to Consultation Supervisor for the Henderson/Las Vegas office. In this role, he oversaw a team of seven senior safety consultants and two industrial hygienists, ensuring high-quality safety consultation services across Southern Nevada. Under his leadership, the office conducted nearly 400 OSHA On-site Consultation surveys annually, helping businesses improve workplace safety and maintain compliance with federal and state regulations.
Todd’s expertise and leadership led to his appointment as Chief Administrative Officer for SCATS in April 2013. In this capacity, he manages all aspects of the Nevada Consultation Program across three key office locations in Las Vegas, Reno, and Elko. His responsibilities include program development, strategic planning, and oversight of safety consultation and training initiatives aimed at reducing workplace hazards and fostering a culture of safety throughout Nevada.
A dedicated safety professional, Todd earned his Bachelor of Science in Occupational Safety and Health Management from Grand Valley State University in Allendale, Michigan, in 2004. He holds multiple prestigious certifications, including the Certified Safety Professional (CSP) designation from the Board of Certified Safety Professionals, the Certified Safety and Health Manager (CSHM) credential from the Institute for Safety and Health Management, and the Certified Public Manager (CPM) designation.
William Gardner – William joined the State of Nevada’s Nevada Occupational Safety and Health Administration (OSHA) as a Safety Specialist in February 2017. Within just two years, he earned a promotion to Safety Supervisor, overseeing a team of six compliance officers. His leadership skills and ability to adapt to evolving challenges became particularly evident during the global COVID-19 pandemic when he was tasked with developing a unified response strategy for the Las Vegas District Office. In this role, he took on the supervision of 18 compliance officers, significantly expanding his responsibilities. For his outstanding efforts in managing workplace safety during the crisis, he received recognition from Governor Steve Sisolak.
During this time, the agency saw a dramatic increase in complaint volume, rising from approximately 1,600 cases statewide to over 4,000 annually in the Las Vegas District alone. Recognizing the urgent need for efficiency, William spearheaded the development of a streamlined digital complaint intake process, which modernized OSHA’s operations and continues to be utilized in various forms today.
In June 2021, William was appointed as Nevada OSHA’s Chief Administrative Officer. In this capacity, he has redefined the agency’s mission, implementing a strategic vision grounded in the principles of accountability, performance, and culture-setting. Under his leadership, the agency achieved unprecedented success in 2024, recording its highest performance metrics and the lowest vacancy rate in at least a decade. These improvements have contributed to the Division’s broader objectives of enhancing employee performance and retention, earning the agency formal recognition from Governor Joe Lombardo.
William holds a Bachelor’s Degree in Emergency Management from Ashford University, where his final project involved designing a comprehensive National Incident Management System (NIMS) response to a nuclear detonation on the continental United States. He furthered his education by obtaining a Master’s Degree in Organizational Management with a minor in Public Administration, focusing his thesis on Process Safety Management and Social Accountability. Demonstrating his commitment to professional growth and public service excellence, he successfully completed the State of Nevada’s Certified Public Manager program in 2023.
